  制定出台本办法是长治市优化人才发展环境的重要举措,也是大力推进“潞才回巢”计划的重要组成部分,《实施办法》中对各类人才享受相应人才安居政策的申请条件、提交资料,开通了网上申报审核平台,申请程序、房源分配、补贴发放、监督管理及人才安居建设作出了详细的规定。   此次出台的《实施办法》,坚持普惠性、开放性和持续性的原则,通过提供住房、发放补贴等方式,进一步改善人才安居条件,着力构建系统完备、全面覆盖、高效便捷的人才安居保障体系。 《实施办法》有三个明显特点:政策覆盖面广,适用于长治市引进的普通高校大专以上在市区有住房需求的各类人才,只要符合安居政策规定的条件,都可以申请;安居方式灵活,为妥善解决各类人才不同的住房需求,人才安居采取提供人才安居公共租赁房、潞才公寓和发放购、租房补贴等多种安居方式;申报方式便捷,为了给人才提供更加便利的服务,在本次安居工作申请上采取线上、线下相结合的方式简化了具体办理流程。

  按照人才层次的不同,主要分三种安居方式:一是毕业不满五年的普通高校全日制专科以上毕业生,采取配置人才安居公租房的方式。

从现有的公租房中划出近千套小平米住房作为人才安居公租房,申请受理审核工作由长治市房产服务中心具体负责。

二是长治市高层次人才和普通高校全日制硕士研究生,主要采取配置“潞才公寓”的方式,免收三年租金。 目前已将位于体育路东侧圣鑫园小区B区10号楼共200套房屋建设为第一批“潞才公寓”,前期装修及家具配置已经完成,基本达到了“拎包入住”的条件,申请受理审核工作主要由长治市委人才办具体负责,后续的管理服务由市房产服务中心具体负责。   部分高层次人才根据实际需求,可在工作单位周边自行租房,给予租房补贴,享受期为三年。

高层次人才中的国内顶尖人才、国家级省级领军人才,每月给予租房补贴2000元,全日制博士研究生和正高职称人才,每月给予租房补贴1500元。 为吸引和储备更多的优秀青年人才扎根长治市就业创业,在该市首次购房的给予一次性购房补贴,全日制博士研究生和正高职称人才,补贴10万元,“双一流”建设高校的全日制硕士研究生(包括山西大学)、副高职称、高级技师,补贴5万元,一流建设学科专业的全日制本科生,补贴3万元。 购租房补贴的审核发放工作由长治市委人才办负责。 (记者张文举)。
